The Chinese government monitors and blocks many different IPs, rather than the sites themselves and has blocked the shared IP on this server.
Other than contacting the Golden Shield Project directly (http://en.wikipedia.org/wiki/Golden_Shield_Project) and having the the IP removed, the only other option is to place a dedicated IP address on your account. You can do this from the Dedicated IP tab on the top of your cPanel.
